I understand all of that, BUT there was a news article several years back about people being appalled about this ruling. I think it was in New York City. All copies made on this equipment would be classified hazardous waste and a special fee and special disposal procedures were to be put in place. Everyone was saying that those fees would make the current copy machines cost prohibitive.

Google must have blocked access to all those 6-year old news stories about NY City banning copy machines, fax machines, and laser printer. It's apparently the world's best kept secret.

The story could have been buried by the attempt to ban 17oz sodas.
