I'd like to be able to draw polygons but lock their line lengths but be able to tweak their angles so I can try to fit deeds together that don't call out bearings. Wondering if there is a way to do this is civil 3d or carlson?

OK, you lost me. I mean, I think in theory that it is possible. But number of angles that would close flat without distances changing would be pretty hard. I think....

Yes there is an Autocad routine that does EXACTLY that.
It's called Geometric Constraints.
