Importing geo referenced images

If a project is already on "grid", what is the best way to import flood maps and aerial photos? I would like to import an image at 0,0 at not have to scale, translate or rotate. I'm currently using carlson survey and mirco survey if this makes any difference. Just curious how others go about this.

Global mapper will import most anything, and can then export it re-projected into another system.

At the command line type "geotiff".

You can diwnload the flood mapping as a shapefile file from ncfloodmaps.com and import them into Carlson really easily using import GIS shapefile command.

This is exactly what I have been attempting but have no experience with gis or shapefiles. I guess it's time to start learning. Thanks

Global Mapper can import ESRI Shape files and export them as AutoCad DWG or DXF.
GM can also import FEMA's NFHL (Google Earth KMZ) data and export to SHP, DWG, DXF, DGN, KMZ, etc.
