I'm looking a Topcon Tools...downloaded it into 64bit Windows 7 and running in Demo mode. But can't find anywhere to buy it.
I've searched the forums (and the web), and within the software, it advises me to "contact my dealer".

Does the software come with the purchase of a qualified Topcon instrument? If so, what options would one have if purchasing a used instrument?

You have to buy it thru a Dealer. I found a copy from a surveyor that has/was retiring on ebay.

Around $1k when I bought it. If you have a copy of the older software, or sometimes their receivers, you can sometimes get a discount - which is more likely if you go through the dealer you got the topcon equipt from.

Gee, I wonder then, how much the New Jersey concrete contractor I got my TS from would charge?:-/

I have seen a dongle on eBay. Legit? Maybe. Cheap? Definitely. My dongle is purple.

well, the picture of the dongle in the Reference manual is purple, and fyi, it says you have to download a driver from a site called http://www.safenet-inc.com/support/tech/sentinel.asp to use it.
