Does Carlson software allow us to create a 3D file suitable for 3D printing of an object?

NO.
Carlson creates a 3D surface membrane of triangles (no thickness) and saves to DWG format.
For 3D printing, you need 3D Solid Models and export to formats like STEP, IGES, PARASOLIDS, Solidworks, OBF, STL.
I use Microstation to create 3D solid models.

ok - for surveyors who normally use acad or carlson, what is a good software to get to start learning and creating 3d models for the purpose of making objects?

Carlson Precision 3D (one of our newer products) does provide output capability to 3D Printers (5 minute video discussion).

If you have a recent version of AutoCAD you can go straight from 3dFaces to 3dSolids.
Commands: ConvToSurface, Union, Extrude, 3dOrbit just for starters.
