Attach files "link" in the lower left corner of the input screen

PDF of Pierce county assessor's map; disclaimer in the text blocks on the right side.
Click on attach files and a new window opens. Pick attach files or drag and drop. Then insert into post. hope this helps...
Edit-you pick the highlighted link and it shows up in the tray down below. Click on that and it opens in a new tab...

I do that then I upload my file but I can't get it to my post.
