A few years ago.  There was a lot of discussion and further clarification by the board on this matter in a whiter paper and in News bulletin 56 (this is too big to attach but i can email it if needed).

Ahh, I see.  I was thinking I had to set monuments and record a survey even if preparing an easement from record data.

I also do both, but 90% of the time we got to the courthouse and get the deed and either write a blanket easement or something as simple as 20' off the south side of the property.?ÿ

Well, how vague are we talking?  Maybe you could have put affects property, not plottable.

I'm guessing no matter what route you took someone would have made a stink.

the goal posts move around here a lot, kind of depends on the whims of the utility providers, reviewers, and/or clients.

but here's one that is absolutely absurd in my book:?ÿ an easement vacation here (and I mean in the particular city in which i reside) requires a full as-built of the area being vacated.?ÿ i don't remember when that was put into place (12-14 years ago), but instantly turned a 500 dollar exercise into, in some cases, tens of thousands of dollars exercise...
