Well, it now appears this is unlikely to happen.?ÿ
The Department of Regulation has reported back to the Guv's office that only a small part of what she wanted done could be accomplished via executive order. The bulk of the changes she requested require modifications to existing state statutes and thus need legislative approval. Given that the legislature is part time with more important fish to fry, it seems likely this may just fade away. Newspaper story about it here.
Licensure is important. It is acknowledgement that you passed the minimum requirements and are proficient.
It protects the public. Any person seeking a service that could result in thousands of dollars should investigate who they are hiring.

However, if the state has a board, I could report him to it. They can take action if it was deemed to fall in their perview. They can fine, suspend or terminate based on the action or inaction of the surveyor.
Now the next guy has a tool to investigate who he hires.
Have you looked through your states listing of "licensed professions"? It is a long list with some of them being a bit dubious on the need for licensure. I am beginning to feel like the purpose of licensure has been diminished to a point that is useless and is in many cases just another tax.
