I’m looking for a licensed land surveyor in the Atlanta / South Fulton area experienced with FEMA floodplain removal (land‐only, no structure) applications.
Project details:
- Property: approx. 14.138 acres at 3210 Butner Road SW, Atlanta, GA 30331
- Current mapping shows FEMA Zone AE floodplain along the creek edge; I have a boundary survey.
- I need a metes & bounds description, a graphical exhibit, and a set of elevations/topographic shots for the portion of the land that is above the Base Flood Elevation (BFE) to submit the FEMA “Elevation Form” (land removal only).
- No building planned yet; just preparing for possible development and floodplain documentation.
- Please let me know if you:
- Have done similar MT-1 / LOMA type work
- Can handle the topo/elevation scope + map + description
- Your approximate fee and timeline
- Your insurance/qualification for floodplain certifications

You would need a full topographical survey to do what you want. I think this is a moot point though as I doubt you will be able to remove the designation.
I took a look at the property based on the address you provided. A creek runs right through the property.
Your best bet would be to get the full topographical survey completed and use it to design a building location above the flood elevation then get an elevation certificate completed if your intent is to build a structure on the property.
A bigger concern is you have an obvious pipeline easement also running through the property that will limit the location of future improvements.
Google surveyors in your area and give them a call.
I think QB2025 has the scope of services correct. I provided legal descriptions for many properties with and without structures to delineate more closely the floodplain and remove a portion. Many done with Zone A (lots of work), some on a lake with embankment, and some in Zone AE. What makes this project easier is there is a Zone AE with an elevation. Also, with the use of lidar and checks to local gis elevation (if any), you can prepare a topographic map which to use for the legal description. The legal description should call out the physical monumentation contour elevation as that will be controlling.
Not sure why QB2025 did not reach out to the surveyor who prepared his boundary survey.
Remember that FEMA will insist on a legal description written in the style they demand, which may not be the way you normally word your descriptions for other projects. Fun, fun, fun.
