I have relocated to Cleveland to work on a tunnel project, it is my intent to upload photos to this thread on a regular basis as the project advances.
Here is a set up from a couple weeks ago, establishing control outside of subsidence zone for use in monitoring operations once excavation begins. It gets hot out here.
That looks like Scranton Road under the SR 10 bridge.
I do a subsidence monitoring project in the downtown Cleveland area every few years, monitoring subsidence due to salt mining. We are north of that area.?ÿ

We did a 2014 leveling and a 2016 leveling. Only two marks showed any subsidence, both in the downtown area near the mine, about 6 mm.?ÿ
It is Scranton, just north of University which is the site for WST-3.?ÿ
We set a new benchmark in 2014 on an AT&T vault in a vacant lot just south of the word "and" in your image, TANGO SIERRA (PID=DQ5331), but I see from 2017 google earth imagery that it is an active construction site. Hopefully it is still there...street view shows bollards around it.?ÿ
