I do prefer the memorial process.
"Found two iron pipes X" for the monument-in poor condition. Set a X" aluminum cap on 7/8" rebar 30" long, buried the two found iron pipes alongside." or something similar. I usually mention which side of the new monument I bury the old and in this case the pipes would be buried horizontally as with a found stone.
