Could it be that they want two sets of coordinates; one in State Plane, and another that more accurately reflects the actual ground-measured distances? Or am I missing something (or maybe that would be a strange request?)

Sounds to me like two un-related surveys. One at Fairgrounds Rd. in State Plane, NAVD88, the other job can be assumed coordinates and elevations.
Perhaps I am missing something?

It's somewhat like that, but not quite- other criteria are in effect that determine whether or not local coordinates are acceptable on the jobs- in this case- scope of work, etc. at both sites indicated that the sites would be SPC.
This one at least had the comments about the possibility of using different systems at different sites.
I've seen several that have EVERY BOX checked, with no explanation......:-|
