What are "hideous survey poles" ?

The neighbors I have encountered always blame the kids down the street for any missing survey poles.

Sounds to me like lath and flagging. And the bureaucrats don't know the difference between those and the irons the writer mentions.

Probably wood stakes or similar driven beside the actual monuments to make it easier to find them again.

There seems to be alot more going on here

It seems that Mr. Baggs (the complainant in your post) has other problems going on with the village officials. I think I see a "pole" in the bottom right hand corner.

Sounds like he's talking about laths with flagging ... set to mark the location of rebar corners in the ground. If "the village" marked the property line, they probably did it for a reason ... utility installion, or some such thing. Maybe they want the lines to remain marked until their purpose is served. He should find out why the right of way line was marked, and see if they are done with it.
