A large part of my work is new tower site surveys for Verizon and have had a lot of new sites put on hold recently. Has anyone else had anything like this with Verizon lately?

Does your contract with this client contain a confidentiality clause? Regardless, I would use caution in naming a client in a post of this nature. No offence intended and the answer to your question is I don't have that client and can't comment on the status of their projects.

You are right, I should have made it generic. I was just trying to find out if anyone knew if the economy was going down and I had not heard about it, like in 2008. We have purchased a lot of new equipment and software preparing for a busy year.

Tower work has been the majority of my work the past 15 years, every few years all the carriers seem to put a hold on new builds to take inventory on what they have in place vs what they need. This is usually done the first quarter of the year.
However I have noticed a slow down on the new construction in my area.

I know what you mean, I have been doing it for the past 20 years and have seen the inventory process several times, especially after a merger or purchase of another carrier.
Didn't the FAA change lighting requirements for comm towers in Dec. 2015?
I have a client that had to turn in a butt load of height and lighting forms on all their equipment in January, whether its height was "obstructive" (499' agl) or not.

I have not heard anything about that, most of ours are below 200' and do not require lighting unless due to location.
