To answer some of the questions in the previous thread, you might look at a typical union Collective Bargaining Agreement.
Here is one for Operating Engineers Local 3 (California)
It contains information that could be interpreted that an office LS can supervise in the field.

I have always understood that as a CA LS I could supervise any portion of the job under my license, WHEREVER that portion is/was and that the union had absolutely NO say about it.
I checked into the union in So. Cal. in 1987 and decided that they weren't worth what they wanted from me to become a member.
