In my experience, even if a RFP states that they will not me selecting based on fee but includes fee as a scoring item weigh the fee disproportionally high. That is unless the fee is in a separate document which is opened after they rate the rest of the proposal. I don't know how many times we have proposed on a technical project with very stringent experience requirements and the winner ended up being the low bid even though they has now expertise in the area.
