Does anybody know if I can I connect a Topcon GR-3 that does not have an internal gsm modem to network rtk using an external cell phone. I know it can be done with Trimble but not sure about Topcon. It will be with an FC-2500 collector with Topsurv.

Yes, sure can. Just create a GPS Configuration using external modem, and Existing Network Connection from your controller.
