I couldn't believe how this rebar was laid out, here is a picture of my "favorite". Do you think they need to fix it? :-S (yes, the rebar was TIED that way!!!)

On that fallen over chair, i think my heads was shaking pretty bad by that time and I didn't see it, or perhaps more likely they didn't expect me to show so early and thought it would be under concrete......
The manhole looking area is a footing for a precast pier so at least that's looking good.
