Those accuracies for control aren't unrealistic, but they should probably be 0.02' for H&V.
Reading the NSPS model standards for construction, buildings are expected to be 0.03' at 95% confidence, that is 0.015' at standard deviation. This should mean the control is twice as accurate as the staking, so I read the NSPS model standard as saying control accuracy should be 0.0075 at 1 standard deviation.
