Hello I am Blah blah from State Farm, you guys did an el cert for Mr. Smith in 2004. Fema cannot read the el cert and needs you to email a new copy to them ASAP. My client Mr. Thompson cannnot renew his insurance without a new copy.
Me: That will be $300.00
Blah Blah: What...we just need a copy of the old cert
Me: I would give a new copy to the Smith's but I will not GIVE one to your client. The datum has changed not to mention the form itself. And by the way I would be accepting additional liability to your client.
Blah Blah: That is really bad business on your part. Mr Thompson just needs you to email a copy to FEMA.
Me: Ms. Blah Blah I know you do not work for free why would you expect me to?
Blah blah: I just need a copy...
Me: That will be $300.00 and I can do it first thing Monday.

Sorry, kinda new to "posting". I guess I was just fired up.
It just ceases to amaze me that people expect me to work for free. Even if there was no datum or form changes providing a copy would still take me an hour to find it and email a copy to fema. I would probably get a call from fema saying there was some issue with the square footage of the crawl or they did not like the pictures. We all know the drill...
An attorney would not even talk to her with out the meter running at 5 minute intervals.

Yes the Smith's would have gotten a copy of the old cert with a small copy charge

I have a real issue when FEMA, State Farm or any other organization will accept something clearly done for others.
When you transfer title, you need a new or updated title report.
When an architect makes a plan, even Staples will not copy it.
But when a surveyor completes a plan, report or certificate it's fair game?

I beleive the previous revision to the elev cert attaches the form TO THE PROPERTY, not the client. Which I take to mean FEMA will accept a previous form to go with the property. I also took it to mean that technically if I do a cert on a property, it should be the last I do for that property, and I raised our rate to reflect that.

Then three owners later, after several modifications to the structures, FEMA does not need and update? Then when things go badly wrong you are must prove the structures are not in the same condition as what you certified. Otherwise you become liable for difference? Better have raised those rates enough you get no jobs like this!

This might be true if there have been no changes in the structures or in the reference datumn. In our area, over 99% of the flood maps have been updated to a new datumn and classification changes are numerous. Any certificate over 5 years old in my area is not worth the paper it is written on anymore.
