I print it, sign it and scan that.
Photos are necessary. Sometimes I will annotate the images with data, comments and arrow and leader. Very useful. I believe it reduces the comments. I time stamp and also will include a survey equipment item in the photo.
Never have run into inquiries from desk jockeys. Inquiries have come from attorneys handling someone's interests or underwriters wanting a better picture so to speak of certain items. Inquiries from local FPAs are almost nil. They are competent and cooperative with the exception of some smaller jurisdictions where the FPA wears a few hats and have received minimal training.

I would never even consider releasing an editable electronic copy. Paper only.

It is not much of a problem to scan any document, then convert it to a document that you can change, edit, or otherwise be dishonest with. I object to the present system because it allows unintended changes.

They should have two lines for the flood vent areas. The current line A9c asks for Square Inches, which is ok if its just an opening in the enclosure, say a crawl space that has a screened opening.
When the openings are engineered vents, there should be a line to list the square "footage" of space the engineered vent covers. Now we have to put the "net free area" in Square Inches and it throws off the adjusters when the engineered vents do not have enough net free inches to cover the square feet of enclosure.

With Acrobat I save the PDF as a JPEG or other raster format, then open the raster file and save it as a PDF. That makes it as hard to modify as a scan of a paper copy.
My comments to FEMA are as follows.?ÿ Dale I thought about including your comments but the certificate can be filled out in meters in PR.
1. Often we are asked to provide an EC before drawings are completed.?ÿ We call them a preliminary EC and we do them once I get something in writing from the owner stating they will comply with the elevation requirement of the parish or city.?ÿ The problem is we don't know the diagram no. so I type in NA and explain what is happening in the comments section.?ÿ A N/A option or similar would be helpful or a box with preliminary certificate where the diagram no. hasn't been determined.
2. Not often but several times I had a structure with both smart and regular vents because of additions to the original structure.?ÿ Being able to fill out both types would be helpful.?ÿ
3. As you know the EC contains 6 pages with the statement. "Copy all pages of this Elevation Certificate and all attachments for (1) community official, (2) insurance agent/company, and (3) building owner."?ÿ 90% if the certificates we do only pages 1,2 and 5 apply.?ÿ This means either we give out copies of blank pages or pages with NA or we state in the comments section we are only supplying pages 1,2 and 5 and 3, 4 and 6 don't apply.?ÿ We would like to eliminate the pages that don't apply if?ÿ possible.
4. I would like a place to stamp and sign each page with my seal.
