One approach would be to include a clause in your contract with the county that they would "indemnify and hold harmless" your company for any claims against your company based on trespass of private property resulting from your survey. In other words, the county pays for your lawyer if you get sued, and any damages if you lose the case.

The problem with that idea is that in Texas, and I suspect most states, a municipal or County government cannot indemnify anyone, as it's not allowed by State law.?ÿ

Ahhh. That makes sense. Probably why I didn't think of it.
