I don't follow you. The rules for original monuments don't change between Colonial States and PLSS states (very few rules do). How could anyone proportion anything without "proving an excess or decrease in distances"? You would be laughed out of court anywhere, because whatever you did would not be in proportioning.?ÿ
I hope setting rebar without describing its size has gone out of style in New Jersey as it has in many other place.?ÿ
