Neil,
They must have stopped recently (within the last 5 years). When I took the exam in Tennessee in 2010 I got the "small" certificate within a month or so of licensure and then the "large" frameable certificate in a couple of months. I had a pleasant experience dealing with the State Board. Of course I'm now retired and let that one lapse.

Another examinee spoke with the board today and said they don't give out the large nice ones anymore. Has anyone else in other states experienced this?

Check your states requirement about displaying your license and other forms for public view in your office.

Just heard that the lady who calligraphed them retired and IF they can get them made again, it will cost $100 (the board said that was the original fee).

I'm going to take it out of my desk and show it to every client that needs surveying services in Tennessee.

That's nuts.

I'm friends with a couple of board members. I'll give them a call tomorrow.

The Representative will usually have one or more staff people who will call the agency if you ask them to. Nothing gets a bureaucrat's attention like a call from the office of an elected official who votes on their budget.

I'm pretty sure that my state rep doesn't have jurisdiction over this board.

Problem is that it looks like something that came from Tri-State Barber School instead of a profession that I've worked at for the past decade to get licensed. Hopefully this is just a temporary certificate and they are sending me the real thing later.

You'll get one of those every time you renew. They used to send nicer certificates eventually, but according to some of the comments here, that has ended.

most intelligent people would interpret that statement to mean that you want confirmation, but again, you're not directly asking them to provide you with the interpretation. Rather you are making two statements. The first is about what you cannot do. The second is you telling them what their responsibility is.

Correspond with recalcitrant bureaucrats in the same way that one would need to tell a computer what to do (at least prior to Ciri & Cortana). State what you want them to do in very clear and precise language. Don't give them wiggle room to "reasonably interpret" your message as anything other than a request for clarification of the rules as they apply specifically to your situation.

Even if you make it clear enough that you are requesting an interpretation of that particular rule, but don't also make it clear that you want the interpretation with regard to your specific circumstances, you may get a general interpretation that makes application to your situation no clearer than the language of the rule itself.

I've been in and out of government service for half my career and have dealt with more than my share of uncooperative bureaucrats. Believe me, this is the way it often is.

You mean like this?
"What is the dollar amount at which I need a second approver for a business expense on my travel expense claim?"

Answer:
"Yes, your travel claim may require a second approver."

I eventually found it after digging around in the intranet, $25.

Well my Tennessee one looks like I MIGHT be able to open a hot dog stand with. I know it isn't a big deal to some but it means a lot to me. Most of the time, the only things our clients sees are monuments in the field, our final plats, and maybe our office where we have these certificates displayed. How can I justify thousands of dollars for a survey when a clients sees a printed certificate the size of a postcard?

CNMI: 8.5x14 low quality Xerox print, no wet seal, no wet signature... only my name is original. But it is framed and on the office wall.
