Public records request rant

We are doing a large topo and need to get utility records from a small city. We filled a public records request asking for GIS and asbuilt records. They gave us a pdf showing a sewer and water line going through the middle of the property and no asbuilt records were provided. We found the gis map to be inaccurate so we asked again for additional records. They said there was no asbuilt records to provide so we asked for GIS data now they say there is no GIS data. here is the latest response:

Our GIS specialist said that the PDF we provided was from a hand drawn map made many years ago. We do not know if it is accurate and have found no as-builts for this property. There is no GIS data to provide. The GIS specialist said that the map indicates it is 8” AC.

If only the would provide the hand drawn map . its pretty clear that the data was entered into a GIS system and to print the pdf we received. This is why I don't like to do public records requests since it adds another layer of obstruction

That's fairly typical. Even if there are GIS sewer lines available, I don't trust any data associated with them, I've watched them get collected. Boots on the ground time to pick it all up.
