I ran across the attached letter from the GLO Commissioner at the Denver Regional National Archives. It was in the incoming correspondence from the Commissioner to the Colorado Surveyor General. I found it interesting that a past GLO Commissioner would state that private surveyors have no need to know what is in the official manual, only GLO personnel and the contracted deputies. Private surveyors only needed to know what was in the "Restoration of Lost and Obliterated Corners, and Subdivision of Sections" pamphlet.
More likely, Commissioner Dennett didn't want a hit on his budget from everyone wanting a free copy.
