I don't have much experience in "getting" an Easement for a Pipeline across Public Land administered by the BLM, but...
I think your FIRST "stop," would be the Reality Division at the BLM DISTRICT Office (although they may send you to the State Office).

Based on his bad behavior on this board, my preference is to ask "Who's Keith?" He is the same as dead to us.

Man, I wish all governmental agencies had a Reality Division. It would save so much wasted effort. "No, that's not going to happen any time in the next eighteen months" would be refreshingly candid and useful for planning purposes.

We have some agencies that really need that Reality Division...It must pass Reality before going to Realty. Now that's a good concept.

During my surveys of miles and miles of pipe lines and buried telephone cable routes crossing State or Federal Lands, the permitting, applications, etc. were handled by a right of way agent. They were either in the direct employ of the pipe line company, telephone company or were an independent agent under contract to them. We prepared all the exhibit maps with all the necessary certificates and information for them to submit to the State, BLM, Forest Service, Bureau of Reclamation or whomever the proper agency was along with their paperwork.
Simply do a regular easement plat just like you always do. As part of the legal description, make sure you show total distance in feet, rods and miles.
On state land (NM), show acreage of the permanent and temporary easement(s) separately.
