Just one comment. "Are surveyors prepared to engage in the opportunities presented by a national parcel database? Yes, they are prepared. Will they participate? Yes, but only if the opportunities include a reasonable, tangible return."
That has been the case since the inception of MPC/GIS development. Those in control of development have been uniform in excluding any survey costs, at any cost. Looks like a few may be waking up to the idea that real value requires real cash spent for the foundation that no one wanted to pay for up front.
Perhaps now surveyors can get paid for a retrofit to real world measures trumping images of all types to be missinterpreted by most users.
