Any Oklahoma violation of their board rules of our Texas based survey crew doing topographic cross sections (basically ground elevations) for our proposed design of transmission poles/spans, etc.?
We do have licensed Oklahoma PE's here in our office.
Here in Texas, if I am doing a topographic "survey", say for an architect for desgin of a building, house, etc., that survey must be signed/sealed by an RPLS.
I know "topographic surveys" seem to be a grey area in some states..

Here's the Oklahoma Statute that I would assume applies to the conditions you described.
This has been hashed out several times and it is still clear as mud.
My interpretation is that someone can locate a manhole with a cloth tape for, say, engineering purposes. If that manhole is represented on some sort of document with a location tied to a property corner or a land corner, a PLS is required.
Thousands of miles of pipeline and transmission lines have been lidared in Oklahoma by out of state firms. Some probably have certificates of authorization and some probably don't.
I would think the 'kicker' would be if any geodetic control was tied to any land corners and subsequently utilized in the production of RW documents. The way I'm reading the Statute, that would require a PLS and a COA.
Section 475.2. Definitions
7. a. "Practice of land surveying" means any service or work, the adequate performance of which involves the application of special knowledge of the principles of mathematics, methods of measurement, and the law for the determination and preservation of land boundaries. "Practice of land surveying" includes, without limitation:
(1) restoration and rehabilitation of corners and boundaries in the United States Public Land Survey System or the subdivision thereof,
(2) obtaining and evaluating evidence for the accurate determination of land boundaries,
(3) determination of the areas and elevations of land parcels for a survey,
(4) monumenting the subdivision of land parcels into smaller parcels and the preparation of the descriptions in connection therewith,
(5) measuring and platting underground mine workings,
(6) preparation of the control portions of geographic information systems and land information systems,
(7) establishment, restoration, and rehabilitation of land survey monuments and bench marks,
(8) preparation of land survey plats, condominium plats, monument records, and survey reports,
(9) surveying, monumenting, and platting of easements, and rights-of-way,
(10) measuring, locating, or establishing lines, angles, elevations, natural and man-made features in the air, on the surface of the earth, within underground workings, and on the beds of bodies of water for the purpose of determining areas and volumes for a survey,
(11) geodetic surveying, and
(12) any other activities incidental to and necessary for the adequate performance of the services described in this paragraph.

Be careful now. We do plenty of transmission/ RW work and I have received some things done prior to our contract that have alignments, etc. already tied to the section lines. It's not a biggy in my book because we do our homework, but I can show you a couple of these that were prepared by firms that had no 'Okie' on their staff.
