1-16, it's how Sections are lotted, lot 1 is the NENE, lot 16 is the SESE, and they number right to left, then left to right, and so on, of course there are many exceptions to the rule, for the SWSW I will call it 13 for cataloging purposes, even if it's section 6 and Lot 7 on the plat.
Never heard of anyone actually doing that. Always something like NENE or SWSE.

Just a way to track the info, some wells get named that way, the COW 18-22-01-02 would be in T18, R22, Section 1, and Lot 2. 09 would be in the NESE. And of course some companies would reverse it to the 02-01-18-22. I don't even need to think about it anymore, the 7? oh yeah that's the SWNE
I don't think I've ever seen one of these. If I understand correctly, they were placed to identify the general location and the project number of some nearby constructed improvement. (???) I don't understand the point. (no pun intended)
