I have completed a handful of "no-start" certificates. They are another item that a surveyor can sign and make money. The basic idea is that you, Mr. Surveyor, are a disinterested third party to what is going on. What is going to happen is that someone will be borrowing money to erect something (house, shed, office) and the lender wants to be certain that no one else has a prior potential to put a lien on the property ahead of them. So, you, Mr. Surveyor, arrive at the designated property and look all around. Are there piles of lumber, concrete, steel, shingles, etc. setting there just waiting to be turned into something? No? Then you sign the form stating that you were onsite on such and such a date at such and such a time and you did not see any such items onsite.
