You can set the NGS type with greased sleeve, but a lot of places, you are going to hit ice in a couple of feet. Driving 70 or 80 feet is usually beyond the capabilities of any powered driver, even with 3/4" stainless steel rod. Actually the flanged post that stays in the active layer is very stable monument horizontally, just goes up and down with the ice heaving. Vertical BMs are the most challenging in permafrost, and the NGS sleeved driven rod with PVC case and imported non-frost susceptible gravel put around PVC sleeve is a lot of work but makes it about the best vertically stable monument for benchmarks.

Daryl, did you find any goggles to borrow from locals? My wife forgot hers doing the foot race to McGrath, and frostbit both eyeballs 5 miles out of Nikolai. I can guarantee you do not want to go through that. It happens before you know something is wrong, and there is nothing you can do in the field about it.
