Massachusetts Construction Stakeout - Licensed?

Here to get this cleared up a little bit, is it required for construction layout (of utilities) to be, or to be done under the supervision of a licensed land surveyor in Massachusetts?

It is my understanding that a construction outfit can lay out their own utilities.?ÿ I believe it is pushing the limits if a person or group starts a company for construction layout, but what do I know??ÿ Our state organization has been stripping our power for decades to basically property line...

In Massachusetts if there are setbacks to a regulatory line then the work must be overseen by the PLS/registrant in charge. I've worked on projects where we have not laid out the utility but have laid out the ROW or easement.?ÿ

Anything that's done or required to be done relative to a boundary line is land surveying.

If you're laying out utilities or anything else well inside a parcel, it's just construction.

Well, now you're talking a different story.?ÿ I'm sure it might require a LS since there's probably 10+ other utilities in the road.?ÿ And they're going to want someone to blame if something goes askew.
