Apparent grading onto neighbors land
I don't know more than anything that's mentioned in this story. But around here its very rare to excate and clear land without having it surveyed in some manor.

In the West there is a thing known as nutcuttin'. Sounds like some experts on that need to pay a visit to the hurling experts. Not just the people having it built but everyone who signed off prior to the construction letting.
