LightSquared to FCC: Let's make a deal!
On Monday LightSquared blinked - they offered to give PNT/NTIA veto power over LightSquared's use of the upper 10 MHz in exchange for quicker FCC approval of their 4G/LTE use of the lower 10 MHz. Also some more tweaking of the "power-on-the-ground" proposal floated earlier.

LightSquared really goofed - they should have gone after the 2.0 MHz spectrum held by DBSD and TerraStar (the spectrum DISH Network picked up from the respective bankruptcy estates earlier this year) instead of the L-Band spectrum that came from SkyTerra.

Sounds more like desperation than a "solution". It's just been shown that even the lower 10 MHz interferes with most consumer grade devices, let alone high precision equipment. Hopefully the FCC doesn't fall for this ... "let's hurry up and get this through before more negative test results are released ..."

I have a question for you. If LSQ were to backpeddle even further, and switch to a completely satellite based phone service, would there still be interference issues? I mean, could the communications to and from LSQ's satellite be loud enough to drown out GPS, or could the use of an LSQ cell phone near a GPS reciever on the ground cause interference? Could they use the "upper 10MHZ" without issue?
It seems like the previous owners of the LSQ bands, which were of course satellite based operation, didn't cause a problem. Is there anything about LSQs satellite plan that could an issue?

Satellite Based Could Still Be A Problem
If I were going to put up satellites they would have more weight in solar cells and batteries than any other equipment. That way I could up my broadcast power significantly. Power of the signal is a major source of the problem, especially in high multipath areas.

I have a GlobalStar sat phone, cycle slips like crazy if I talk on that while collecting GNSS data, need to be somewhere OVER 300 feet away to avoid that, best to not have that phone anywhere near a GNSS unit!
