The field notes often describe how the lat/long were determined and often provide details of what corner was tied and how the position might have been transferred.
Blunders do occasionally occur.

GCDB
Worked in GCDB for the last 15 years of my Cadastral Career in the Oregon State Office. With a good tie to reliable lat and long and a recent survey the GCDB coors. should be darn close to the monuments on the ground. I understand the large coors. misses. Without good control, lat and long, good coors. are impossible.
We did several base layers, PLSS, for several small towns in NE Oregon. When the control was weak we had surveyors return GPS coors. on PLSS corners to tighten up GCDB coors.
