Or an area with no publicly available GIS,?ÿ and a survey that is not georeferenced?ÿ
The very last statement on the "About Us" page says "While our maps do not replace a professional survey, they can be a guide, a planning tool, a showcase of property features, or simply a practical way to avoid infringing on others."?ÿ ?ÿ CYA I guess.

Looks like GIS may be considered Surveying in Canada.

If you read their entire site, it does fairly describe the situation and include appropriate cautions, but that info is somewhat buried. A customer could read the sales pitch and subscribe without ever getting to a page with the cautions.
When reading regulations about what is included in a profession, such as surveying or engineering, that have experience requirements, keep in mind that activities may be covered for two different purposes. The first purpose is accumulating experience to become eligible for a license. The second purpose is prohibiting unlicensed people (or those not under the supervision of a licensee) from performing the activity.
As an example, I accumulated sufficient experience while working for IBM to take the professional engineering exam. But none of that experience required that I be supervised by a professional, because IBM is a manufacturer and design of manufactured products does not require an engineering license.
Similarly, there might be a state that would count doing GIS for tax assessment purpose as counting toward the experience needed to take the land surveying exam, but not require that tax assessment drafting be performed under the supervision of a land surveyor.
