Illinois River Survey - 1903

We found 2 of these monuments recently while working on different boundary surveys.  Does anyone have any information about this survey or where I can get some information?  From what I have been able to find:

This survey was commissioned by the federal government, and I am pretty sure it was completed for the design of the Illinois River Lock and Dam system.  I am interested in the survey because I believe this survey probably located Section Corners that have been lost due to the construction of the lock and dam system.  I have emailed the state archives but they said they did not have any information.  

Both of these monuments were located on top of the river bluff.  I know one is listed with NGS not sure about the other one.
