Back in the early or mid 1990's I remember seeing a contractor using these paper Cut and Fill sleeves on grade stakes. They were all pre-printed in blue for Fill and red for Cut. I kept one and recently found it. The F 20 would be Fill 2x0. Perhaps they were salesman samples or something. As odd as these seem, I did find a patent for something similar from 1954.
On several jobs we plotted our stake notes out on a very heavy clear plastic material. These were then cut up and stapled on the stakes. I have also written them by hand on tags as well. I believe this was something other people were doing since we have pre-cut tags with tissue paper between each sheet.
We had positive comments from the contractors.

I've seen similar, always found a measure up and paint mark at an even foot did the same thing. Green paint was grade, pink was 1', orange 2', blue 3'. I'd mark grade if it was a cut, then code the cut with the appropriate color. It always looked impressive until they actually started work, then 2/3rd of the stakes would go away in the first hour.
Machine control is the bomb.
