Wow, more than a thousand exempt parcels? I've seen more, and done more and and can brag bigger and better than anyone. I've been around long enough to have chopped up more real estate than any two surveyors combined living or dead. I even own a couple exempt properties myself, but I couldn't even claim to have even seen a thousand exempt parcels...sigh.
I'm feeling just a little tired now, I think I'll be OK once I go lay down for a bit.

This type of thing is very common in my area.
The local folks even put it in their ordinance that they have to review and approve the things that do not require their review or approval.
A few months ago the Chairman of the planning board was telling me about some new regulations he wanted that would make it easier for people to comply when they were exempt from the regulations. I pointed out that if they were exempt from the regulations they didn't have to do anything. His only response was that the situations that were defined as exempt still had to comply fully with all the rules and he was just trying to make it slightly easier.
Me: So exempt doesn't mean anything?
Him: We don't interpret exempt as meaning they don't have to comply. Every person must comply fully and be approved.
As someone said above, you can't fight stupid. The real issue is these people believe that the laws do not apply to them unless and until someone takes them to court and the county loses. I once had a planner tell me he didn't care that he didn't have the authority to require what he wanted. "Tell your client to take us to court. When that happens they won't be spending my money."

Yes. Do a lot of utility tracts and row takings. They add up quick. Also any tract over a certain acreage is also exempt. Whenever a landowner would split a large ranch into 35 acre parcels they are exempt. It's what we do all the time. Boundary line adjustments are also exempt. A good 100 this year alone.

It gets old arguing with their own rules. After all I didn't come up with them.
