Yup - you hit the nail right on the head Derek, right down to the exact text I was going to quote from that article.
I agree.
The only public official in the entire article who might legally make that statement would be the county surveyor. The rest can go pound sand and shut up.

I didn't take it that the city or county would be doing measurements or practicing surveying, but rather they would try to help the owners research to find information if there are recent surveys.
The boundary line disputes between private owners are for the private owners to resolve and I pretty much agree with what the city/county was telling the property owners.
Really, a plat/sketch
“That person measured from the wrong spot,” she said. “And that’s the key — finding out where that legal spot is you have to measure from, the survey marker.”
Bjorkquist was told by the county’s surveyor where the marker was near her property so she could measure the lot line, she said.
“All of that information, you can find at the courthouse, but some plat sketchers are measuring wrong,” she said.

Minnesota is a Torrens system state. I may be wrong but aren't the properties, the legal descriptions and all they encompass (i.e. the corners), registered to the owner. I don't practice in Minnesota or pretend to know their State laws, but the Director's statement may not be inaccurate.
