Too bad it was laying over flat. Wouldn't have been if they hadn't pulled out a 6" shorty to set atop the last layer of pavement...

If DOT did not want a hole the should have installed a monument case.

It was only about three tenths from eop in an alley- one that will likely be a concrete, french-drained valet parking area (or something equally more refined than its current condition) in the near future. Nobody's sweating a few tenths of this asphalt.
