1) We should get a statement from FEMA on their opinion as to whether or not unlicensed surveyors will be allowed issue elevation certificates, sign LOMAs, etc..

I think that this is the type of argument that will appeal to them. Surveyors have been responsible and prepared the vast majority of elevation certificates since the program where started. Banks will not close without an elevation on flood zone houses ... the real estate industry grinding to a halt is the kind of statement that might impress the legislatures. Put it that way, and you’ll have realtors on board.

2) Contact your county administrator and see if he/she will write a letter on behalf of surveyors. Our plats and legal descriptions are recorded by the county, and have become the basis of their parcel layer on their GIS. We provide the topos, tree locations, foundation surveys, and final surveys, which are used to ensure new construction is up to code, meets setbacks, not in easements, etc. We provide the wetland surveys. We provide the liquor license surveys. We provide right of surveys, and topos, and construction lay-out, which is the basis of their infrastructure.

Well I certainly hope that the number of surveyors in attendance on Thursday is MUCH higher than 50...but "hundreds" is unrealistic. About 7 out of 10 of the outfits here in NW Florida are small companies employing 5-8 people (VERY OFTEN with ONE licensed surveyor). I gotta say it must be nice to be able to get away from one's office for that long (I imagine and hope a lot of yall can agree). And unfortunately, it's the type of person that HONESTLY CAN'T make it that will be hurt MOST by HB 5005. That's not to say that the guys in the big firms don't stand to lose...the private business owner working out of his garage/office just stands to lose more (especially if they live in a rural area). All that said, I won't be there (6 jobs closing tomorrow and 4 on Thursday)...I'll be in the field while it's happening though so don't think any less of me. Hell, fight FOR me.

You got it, but I'm as small as you can get too! If I ain't working, this place is losing money. I don't want to look back come July 2 and wish I had at least been there to see it all go down.

I am in the same boat, maybe worse. I am a 3 person company now and I wear a lot of hats. My entire operation will grind to a stop on Thursday.

If a client contacts me tomorrow and needs a survey by Thursday or Friday AM, I am out as well. It does not mean I do not care. This is very important to me, and I am set to drive 7 hours one way if all is calm tomorrow.

They are not big on giving lots of notice. That said I'm going to clear my plate and head over to Tally for support.

I have been informed that we (Professional Surveyors & Mappers) have been removed from HB 5005. No details, but we should all receive an email from the FSMS tomorrow.

Oh I wasn't trying to assume that you or anyone had it easier than myself...call it pre-judging. I see South Florida and I think big firms (or that's all I saw when I worked at a big firm in Jax). I'd like to think that an Amendment to the bill can be drafted when it goes to Senate (with the help of a lot of surveyor's voices) so maybe just maybe a trip to Tally on my part isn't 100% NECESSARY at THIS POINT. (Maybe I'm dead wrong but that's been my train of thought since I heard about it.) But I feel that's the angle we should take (an Amendment to the bill). Being as it is an "implementing bill", nothing that anyone can say or do will stop Thursday's proceedings. In their mind, they're just approving a budget cut. But if we all contact who we gotta contact, use our brains, and basically "sit right down and write ourselves a letter" then TA-DA it becomes a motion from the District Rep(s) to see the Senate Committee and talk about an Amendment (as well as retaining provisions from FS 472.)

Source of info? Come on man, the last thing we need right now is unsubstantiated rumors. We don't all receive emails from the FSMS either.

Please share, like most surveyors I'm needed in the field to keep the engine running plus I have small children. Not having to go to Tallahassee would be great. I will keep my fingers crossed this is true.

This is all that I know, but I believe it to be true. However, I myself will not be canceling my Tallahassee trip until this is officially "OFFICIAL" !!!

The only thing FEMA (Dept. of Homeland Security) will have to say is "just be sure to use approved equipment and information approved by us." They (FEMA) are already in the process of hiring companies to set benchmarks using their equipment and info. NAVD 88 will soon go away. It will be known as GRAV-D and be done solely with GPS. Leveling will become obsolete. So, I don't think FEMA cares who runs the company of button pushers. Or they'll just do it themselves and have your elevation info on a computer with a Google search.

Email just came in from FSMS... Looks like we are off the bill PCS Proposed Committee Substitute. I'll be able to sleep tonight, but still wary!
