I guess if you consider X unshaded a flood hazard area.

Most, the address puts them inside of the floodzone on google earth and is house is sitting on a knoll 1/4 mile away free and clear of any possible flood waters.

I've had to prepare a USGS topo map with the location and a Flood Hazard Boundary Map to send to them as proof.

Reluctantly, they gave it up and say their decision was from one of those agencies they contract with for $25 per location.

Yep, me too. It's often an entry level person that is too young to know how to think.

As proof, I am looking at a FEMA panal map right now and under "Explanation of Zone Designations" it labels Zones. Sure enough B,C and X are included right under A1-A30 A99. Maybe the panal maps in your are different than mine.
