Does anyone know of a good resource that thoroughly explains flood insurance costs as they relate to the various aspects of an elevation cert? I work for a large tract builder who will be constructing several dozen homes in a flood zone and they're currently setting the water heaters in the garage below flood. Will this cause higher flood insurance costs and should they not just build a pedestal to raise it higher than the BFE?

From a fire prevention viewpoint, placing the hot water heater up on a pedestal helps prevent the hot water heater from being an ignition source. I know this is true for gas and propane hot water heaters, I don't know about electric.
This is especially important in a garage area where someone may spill gasoline while fueling a lawn mower or other yard equipment.
I raised mine up just so I would have a place to store my shopvac.
