FIS Regulatory / With / Without Floodway BFE

Once again, I know nothing, so please - be gentle.

Preparing an elev. cert for a dwelling in a floodway.

Stream in question is about a mile away from dwelling. Stream has FIS w/ sections & profiles, BFE's established. FIS has a table showing BFEs: "regulatory", "with" & "without" floodway.

Floodway & 1% flood boundary are very nearly coincident.

In table, "regulatory" & "without floodway" BFEs are equal, "with floodway" BFE is 0.7' higher than "regulatory" & "without floodway".

I presume that I should use the "regulatory" values for my calculations, but assumptions make me nervous. Am I right or wrong?

I'll bite, since you are in the floodway, you should use the "with floodway". The other is for areas adjacent to the floodway, at least that's how I have always done it.
