I've had a request from a builder on a house he is in the process of constructing.
The owners have been informed by their bank that they need a LOMA in order to release funds to pay the builder. The initial clearing and the poured concrete for a walkout basement are in place. Lumber is on site to begin framing.
If I remember correctly, an EC has an option for under construction. Then has to be filled out again post construction.
Is there a different appropriate form to use in place of the MT-EZ form (I do not remember a under construction option on the MT-EZ)?

I would use the 'under construction' EC as supporting documentation for the LOMA request.
LOMA Requests Involving One or More Structures: For a LOMA to be issued by FEMA to remove one or more structures from the SFHA, the NFIP regulations require that the lowest adjacent grade (the lowest ground touching the structure) be at or above the BFE.
LOMR-F Requests Involving One or More Structures: For a LOMR-F to be issued by FEMA to remove the structure from the SFHA, the NFIP regulations require that the lowest adjacent grade of the structure be at or above the BFE. The participating community must also determine that the land and any existing or proposed structures to be removed from the SFHA are "reasonably safe from flooding."

Look into something called an eLOMA. Surveyors and other qualified professionals can submit for a LOMA much faster through this process and have a decision within days vs. months.
Note: eLOMA's cannot be used in Zone A's.
Note: It WILL take longer than anyone involved can believe possible.
