FCC Comments re: Lightsquared Due on AUGUST 15th

Would anyone care to share their comments as a template for others to use? I would like to broadcast a newsletter to see if we can grab some more last minute comments. If we can make it easier for them to submit, they are more likely to do it.

My suggestions:
-Make sure your point can be clearly seen in 2 seconds. Anything else is just supporting detail, and may not get read by the clerk who tabulates responses for and against.

-Personalize it, don't just copy and paste, in case someone actually reads it through.

-Emphasize the huge investment the country, aviation, emergency services, and you personally have in GPS.

-Mention that Lightsquared is relying on a change in the regulatory environment to allow them to do what they want. Things were fine before the FCC waived the rules.

Here's something I sent to the FCC.

To all concerned,
Lightsquared is seeking to install communication towers around the country that will interfere with the GPS signals needed to conduct land surveys in all areas of the country. Projects that will be adversely affected by the installation of the towers include, but are not limited to,: cadastral surveys that establish property boundaries for the public; topographical surveys vital in the design process, and construction layout, of private, commercial, industrial, and various government (local, state, federal, DOT, military, etc.) projects; mapping massive amounts of data for the Geographic Information System (GIS) used by all levels of government; etc.
It is my desire that serious consideration be given in this matter before allowing a private company the opportunity to jeopardize the standards of accuracy required for such essential public needs.

Here is the text from the letter we submitted:

Eastham & Associates is a multi-disciplined consulting firm established in 1973 with a professional team of 22 engineers, surveyors and technicians. We began purchasing GPS equipment approximately 15 years ago and have invested in excess of a quarter of a million dollars in this technology. GPS is vital to our daily operations and the success of our company; therefore we have serious concerns about the FCC’s approval of LightSquared’s proposal for a nationwide 4G LTE network.
We agree that the development of a nationwide 4G LTE network would be beneficial to America, but the broadband network as currently proposed by LightSquared would be detrimental to the existence of our company and so many others in the high precision user category. The current proposal, if implemented, would render our GPS equipment (as well as the equipment of tens of thousands of other users) obsolete. It would create an economical disaster in the already strained real estate and construction markets in this country. It would put our company out of business.
A large part of our high precision GPS operations involve Comprehensive Evaluation of Project Datum (CEPD) Updates on dams and levees as well as deformation surveys related to the SAFETY of (USACE) U.S. Army Corps of Engineers and local protection projects. The surveying conducted for our government clients – (USACE) U.S. Army Corps of Engineers, (USDAFS) U.S. Dept. of Agriculture Forest Service and (USFWS) U.S. Fish and Wildlife Service – will be encumbered to the point that the surveying efforts will be too cost prohibitive to complete.
We urge the FCC to require LightSquared to develop another plan to build a broadband network in the United States. LightSquared should not be allowed to implement this technology that would have such detrimental effects on our feeble economy.

Thanks, guys! I think what I'll do, unless you object, is compile two or three letters of varying lengths, and allow anyone to submit any of them at their discretion.

To Whom It May Concern,

GPS technology is directly threatened by the proposed implementation of Lightsquared towers, and can pose a catastrophic failure of existing GPS technology utilized by aircraft. On this alone should a moratorium be imposed until an equitable solution to the bandwidth bleed-over to GPS carrier phase be found and the issue resolved.

Lightsquared technology is not without worth, and may very well represent a major benefit to the public domain. However, at this time it cannot be utilized without disrupting conventional GPS technology, resulting in a direct impact to the present infrastructure in aviation guidance, commercial trucking, the emerging GIS structure in which many municipal governments are heavily invested, and the more mundane but no less vital use in geospasial data.

We respect the right of emerging technology to be fostered, and wholeheartedly encourage the entrepreneurial spirit of Lightsquared, Inc to present their product. Similar conflicts in application have happened many times throughout history with equitable solutions found, that allowed new technology to flourish. It is our sincere wish the same solutions be found with the present quandry, but until that time the potential loss of human life is not worth the risk.
