Good observation Perry. I would guess the answer is yes. RR R/Ws were never monumented in these parts, so you have to as-build the tracks. It might be tough to set monuments on the south side of the R/W what with the big pile of locomotives, box cars and the like that will eventually accumulate. Best to set Witness Mons further out.

You can't possibly believe that property boundary lines or easement lines move because the rails move!!

Exactly the case, Cow. Not an experienced trucker, but a contractor in a pick up truck with a flatbed and a back hoe. Clearance of the bridge is like 12' 8".
