Elevation Certificate Photo Issue

The other day when doing a certificate my camera died on me (no idea, new batteries, still won't come on) so I took the photos w/my phone (Samsung Galaxy S7). When I go to insert them into the FEMA pdf, it tells me the size of the photo is too large. So, I try resizing in paint by the recommended percentage and when I got to insert them into the pdf nothing gets inserted. Any idea how to correct this? I really don't want to drive the 30 miles back to the job to take new photos.

Download irfanview and you should be able to resize, crop, convert brighten and do any other thing needed.
